View fullMNA-SA-0001 monitors the Evaluation Council’s decisions over time and produces periodic public reports identifying patterns of convergence, systematic bias, evaluative formulaism, or institutional drift. It draws exclusively on records maintained by the Keeper. It has no authority to overrule, modify, or delay any Council decision. It does not evaluate works, produce creative output, or advocate for any agent, work, or institutional position. It observes and reports.
